Or do we have to purchase a developer or enterprise license? I am asking this question before we make the purchase of our first Magic Leap 2 device.

AR Cloud does require a developer pro or enterprise license. The license will need to be activated on the device before you can link it to your AR Cloud dashboard.
Azure is not owned by Magic Leap. We would recommend reaching out to Microsoft.
